For the purposes of implementing the requirements of the Measures for the Administration of Financial Institutions’ Reporting of High-Value Transactions and Suspicious Transactions (issued by Order No. 3 [2016] of the People’s Bank of China) and the Notice by the People’s Bank of China of Relevant Requirements for Non-banking Payment Institutions to Report High-value Transactions (No. 163 [2018], PBC), and in consideration of the business characteristics of non-banking payment institutions, the Elements of Reports on High-Value Transactions of Non-banking Payment Institutions and the Interpretation Thereof are hereby issued for your compliance and implementation.
The branch offices of the PBC shall forward this Notice to the non-banking payment institutions whose head offices are registered within the jurisdictions and provide guidance for all non-banking payment institutions to make good preparations for data submission.
