The PBC established the Financial Consumer Protection Bureau in 2012. Financial inclusion and financial consumer protection are the main mandates of the Bureau.
Financial Inclusion refers to the uptake and usage of a range of appropriate financial products and services by individuals and micro and small enterprises (MSEs), provided in a manner that is accessible and safe to the consumer and sustainable for the provider.

Financial Consumer Rights Protection Bureau is mainly responsible for conducting comprehensive researches on major issues of financial consumer protection in China, formulating drafts of policies and regulations on financial consumer protection and norms on cross-sector financial businesses along with relevant parties, monitoring the risks of cross-sector financial instruments, coordinating the efforts in consumer protection and conducting consumer protection within the mandate of the PBC.
