For the purpose of cooperating in the advancement of the “Three-in-One License” registration system reform, in the spirit of the Opinions of the General Office of the State Council on Accelerating the Progress of the “Three-in-One License” Registration System Reform (No. 50 [2015], General Office of the State Council) and the Notice by the State Council of Approving and Forwarding the General Plan of the National Development and Reform Commission and Other Departments for the Development of a Unified Social Credit Code System for Legal Persons and Other Organizations (No. 33 [2015], State Council), the People's Bank of China has decided to use and promote “Three-in-One License, One Code and One License” business licenses in monetary policy, financial market, financial stability, financial statistics, payment and settlement, financial technology, state treasury, credit reference management, anti-money laundering, and other business fields. Namely, an enterprise or a specialized farmers' cooperative that has obtained a “Three-in-One License, One Code and One License” business license bearing a unified social credit code is no longer required to provide its organization code certificate and tax registration certificate in the transaction of relevant business.
To ensure continuity during the transitional period for unified social credit codes, the original license and certificates (including the “Three Numbers, One License” business license and “One Number, One License” business license issued in the earlier pilot program implemented in some regions) held by an enterprise or a specialized farmers' cooperative may continue to be used during the transitional period set by the State Council. After the end of the transitional period, an enterprise or a specialized farmers' cooperative shall, without exception, use the “Three-in-One License, One Code and One License” business license bearing a unified social credit code in the transaction of relevant business, and the former license and certificates shall cease to be valid.
