PBC holds 2018 Conference of Poverty Alleviation and Development Leading Group and Symposium on Designated Poverty Relief
On December 25, 2018, the Conference of PBC Poverty Alleviation and Development Leading Group and the Symposium on Designated Poverty Relief were held simultaneously in Beijing and Tongchuan City, Shaanxi Province. At the conference, designated poverty relief work in 2018 was reviewed and major tasks in 2019 were mapped out. Governor Yi Gang attended the conference, making explicit requirements for the PBC to play an exemplary role in winning the tough battle against poverty, and extending his warm regards to the cadres and people in Yijun County and Yintai Region as well as the PBC working group in Tongchuan City. Liu Guoqiang, Deputy Governor and Head of PBC Poverty Alleviation and Development Leading Group, presided over the conference.
Yi Gang pointed out that China has scored tremendous achievements in anti-poverty agenda over the past 40 years of reform and opening-up. Under the leadership of the CPC, new prospects have been created for the financial sector, providing a favorable financial environment for poverty alleviation and development. Poverty alleviation through financial input is a vital institutional arrangement of poverty relief and development of the CPC Central Committee in the new era as well as a prioritized project in the battle against poverty. The PBC has resolutely implemented the decisions and arrangements of the CPC Central Committee and the State Council and attached great importance to the work of poverty alleviation through financial input, earnestly performing its dual leading roles in targeted poverty alleviation through financial input and designated poverty alleviation by financial institutions. It has formulated a series of financial policies to promote the implementation of targeted poverty alleviation through financial input. Working jointly with state financial institutions, the PBC has explored paths of designated poverty alleviation by financial input in the new era by taking into account local conditions and giving full play to the industrial advantages. At the same time, a pattern of large-scale poverty alleviation was established, aiming to transform designated poverty alleviation from “responsibility fields” into “demonstration fields” of targeted poverty alleviation through financial input featuring “implementation of financial policies, realization of financial inclusion, demonstration of credit value and effective prevention of risks”, so as to epitomize the advantages of finance in designated poverty alleviation and highlight the values and responsibilities of the financial sector.
Yi Gang stressed that the task of poverty alleviation is still challenging. The lack of talents, technology and funds in poorer areas mirrors the ever-growing development of the market and intensity of the competition. The key to lifting people out of poverty through financial support is to keep updated with the demands in the new era. He underlined that the PBC should sum up the successful practices in the past 40 years of reform and opening-up, act on common sense and respect objective laws. It will contribute ideas, policies and resources to the designated regions and counties, and help impoverished areas in finding their development paths in line with the conditions of the socialist market economy while fostering mature market mechanisms and taking the initiative in market competition, so that the poorer areas can truly get rid of poverty. One of the keys out of poverty is aspiration. The PBC should strengthen its resolve to stimulate the endogenous motivation of the impoverished people, and change their mindset of “waiting, relying on others and asking for privileged policies”. Instead, the poor people shall enhance their core competitiveness, consolidate the accomplishments of poverty alleviation, and overcome poverty once and for all. Another key out of poverty is education. The PBC will continue to enhance its supports for education to improve people’s literacy, reduce or prevent generational transmission of poverty, and lift impoverished areas out of poverty as early as possible.
Yi Gang noted that the year of 2019 is crucial to winning the battle against poverty. The PBC as a whole should adapt to the new requirements in the new situation, further advance poverty alleviation through financial input and designated poverty alleviation, and make a greater contribution to resolutely winning the battle against poverty. Prioritizing political guidance, the PBC will be more committed to fulfilling its responsibility and mission in winning the battle against poverty, meet the central government’s requirements both in thoughts and actions, and carry out poverty alleviation tasks in a targeted manner. By giving full play to its own advantages, the PBC will bear its due responsibilities as the central bank in poverty relief, and be the practitioner of designated poverty alleviation, the pioneer of targeted poverty alleviation through financial input, and the demonstrator of designated poverty alleviation by financial institutions. In order to help people achieve high-quality poverty alleviation, the PBC will strengthen risk control in poverty alleviation, and properly balance the relationship between fulfilling social responsibilities and forestalling risks. The PBC will consolidate the achievements in special treatment programs for poverty relief, continue to strengthen work style building in poverty alleviation, and create a poverty alleviation team that brings satisfying results to the CPC and the people. The PBC will consolidate and improve the accomplishments of poverty alleviation and effectively link it to the rural revitalization strategy, transforming the designated regions into a new socialist countryside.
