The People’s Bank of China held a working conference on the pilot state treasury information management system (IMS) in Suzhou recently. Deputy Governor Su Ning delivered an important speech at the conference.
In his speech, Deputy Governor Su reviewed the establishment process of the pilot state treasury IMS and stated that, in line with the requirement of the State Council to accelerate the e-government establishment, enhance work efficiency, reduce administrative costs and improve public services, the PBC together with all commercialbanks and credit cooperatives developed the state treasury IMS and established a network to collect tax revenues into the treasury. Thanks to the supports of all pilot provincial and municipal governments, all responsible banks and their staff made great efforts and overcame various difficulties to promote the establishment and expansion of the pilot tax revenue collection network so as to achieve significant progress in the establishment of a unified networklinking fiscal, taxation, customs and state treasury authorities and commercial banks.
Deputy Governor Sustated that, the State Council paid high attention to infomatization and lifted it to a strategically important level. The establishment of such network will improve public services to reflect the philosophy of a harmonious society and putting the people first, enhance budget efficiency and reduce costs, realize budget information sharing and help government to strengthen taxation administration and fiscal management, reduce duplicated construction investment and promote the process of financial service informatization. The network is an integrant component of e-government program and plays a crucial role in social and economic development.
Deputy Governor Su stressed that, the main task in promoting the nationwide unified network in the period ahead will be summing up the pilot experience to resolve the currentissues, to improve the state treasury IMS functions, to accelerate the establishment of supporting facilities and enhance the operational efficiency and capacity and at the same time, to speed up its connection with tax, fiscaland custom departments nationwide so as to complete the nationwide network inthe Eleventh Five-year Plan. He pointed out the main tasks in the near futureas the following: First, improving institutional framework to regulate operations and improve networks, enhancing network security measures and gradually resolving problems in the external services provided by PBC branchesin the network; Second, establishing a coordination mechanism to clarify relevant responsibilities and standardize management; Third, accelerating the extension of the network; Fourth, clarifying the relations between local networks and the unified network; Fifth, properly designing charges on tax money transfer by commercial banks or credit cooperatives through the payment system. Deputy Governor Su Ning finally said that, every institution involved in the establishment of the unified network should strengthen its organization and leadership in the extension process, clarify responsibility, establish an accountability mechanism and ensure timely completion of the tasks.
During the conference, representatives of participant institutions shared their experience in the pilot program and exchanged views on issues related to the pilot network. Representatives from the state-owned commercial banks, joint-stock commercial banks, regional commercial banks and credit cooperatives and responsible officials from PBC branches, Ministry of Finance, State Administration of Taxation and local governments also attended the conference.
