The Liaison Officers’ Meeting of Anti-Money Laundering Joint Ministerial Conference (AMLJMC) was held on May 8, 2021. The meeting conveyed the latest instructions of central government leaders on anti-money laundering (AML), summarized and reviewed progress in AML work after the Tenth Meeting of AMLJMC, and made arrangements for AML work in the next phase. Liu Guoqiang, Deputy Governor of the People’s Bank of China (PBC) attended and addressed the meeting.
Liu Guoqiang noted that the CPC Central Committee attached great importance to the rectification of AML mutual evaluation and made clear requirements on AML work in the next stage. Since the Tenth Meeting of AMLJMC, with joint efforts of the member organizations, advances have been achieved at current stage in the rectification of AML mutual evaluation. However, the follow-up tasks are still arduous with tight schedule. Member organizations should assume their responsibilities according to requirements on the rectification tasks, forge synergy and improve the AML work substantively. Efforts should be made to accelerate the amendment of the Anti-Money Laundering Law, roll out AML rules and regulations for designated non-financial sectors, establish a working mechanism for targeted financial sanctions, formulate implementation rules for beneficial ownership system, and earnestly act on the rectification requirements of international AML mutual evaluation.
Liaison officers from 21 member organizations of the AMLJMC attended the meeting, including CPC Central Commission for Discipline Inspection (CCDI) and National Supervisory Commission (NSC), the Supreme People’s Court, the Supreme People’s Procuratorate (SPP), General Office of the State Council, Ministry of Foreign Affairs, Ministry of Public Security (MPS), Ministry of State Security, Ministry of Civil Affairs, Ministry of Justice, Ministry of Finance, Ministry of Housing and Urban-Rural Development (MOHURD), Ministry of Commerce, the PBC, General Administration of Customs, State Taxation Administration, State Administration for Market Regulation, National Radio and Television Administration, China Banking and Insurance Regulatory Commission, China Securities Regulatory Commission, State Administration of Foreign Exchange, and Joint Staff Department of the Central Military Commission. AMLJMC Office and Anti-Money Laundering Bureau of the PBC elaborated the arrangements for AML work in the next stage to all the participants. Officials from the CCDI and NSC, SPP, MPS, and MOHURD exchanged views and delivered speeches.
