Abstract: In recent years, the concept of “financial inclusion” has received significant attention in China as it is increasingly viewed as an important contributor to “inclusive growth”. This paper first reviews the international experiences of constructing statistical indexes for measuring financial inclusion. On that basis, we propose a set of financial inclusion indexes for China. Our proposals include measures from three dimensions, including availability, usage and service quality.
